Strengthening governance of the oil sector with respect to biodiversity will help this industry contribute to the attainment of the Sustainable Development Goals but requires robust environmental and social safeguards, alongside technical and financial capacity. Using Kenya and Uganda as case studies of nations with an emerging hydrocarbon sector, the report highlights progress and remaining challenges related to existing governance frameworks. Recommendations include improved regulatory frameworks and capacity, better data management, stronger cross-Ministry working and increased donor coordination.
