This report compares the requirements for ensuring legality of timber under the EUWTR, the EUTR and the FLEGT Regulation. It aims to identify key differences in the approaches and any potential weaknesses, loopholes or areas of uncertainty, and provides the background for consideration at the Joint CITES/EUTR Expert Group meeting, to assess coordinated measures for the effective application of these regulations.
