UNEP-WCMC (2026) Capacity Assessment Tool for Monitoring Implementation of NBSAPs and the Kunming-Montreal Global Biodiversity Framework
This tool supports countries in assessing national capacity for monitoring the implementation of National Biodiversity Strategy and Action Plans (NBSAPs) aligned with the Kunming-Montreal Global Biodiversity Framework. It helps users assess existing capacity at both the system and indicator levels to identify gaps, needs, and prioritise actions for strengthening national biodiversity monitoring systems.
The tool consists of six steps (worksheets) that guide users through a structured assessment process. However, it is designed to be flexible and can be adapted to different national contexts. Countries may choose to complete selected components and draw on existing analyses and information where available.
An inclusive and participatory approach to filling out this tool through broad consultations with diverse stakeholder representation, drawing on expertise across the full scope of the Global Biodiversity Framework and national targets, will increase the value of this exercise and the resulting monitoring action plans.
The Capacity Assessment Tool for Monitoring NBSAPs and the Kunming-Montreal Global Biodiversity Framework was developed by UNEP-WCMC in consultation with partners from the National Monitoring Support Initiative, with financial support from the International Climate Initiative (IKI) of the Federal Government of Germany.
