To help governments have the information need for biodiversity-related policy making and implementation UNEP-WCMC has been developing an information system approach. An information system can be defined as an organized arrangement of processes and people to produce information products for a specified need. There are a few essential components and linkages for an information system to operate (as defined in section 2.4). If some of the elements of such a system are not developed or do not function, then the whole system cannot provide the information needed.
The tools presented in this guide support the development of an indicator or database as part of a system, so that it meets the needs of information users and has the required data collection and management. The materials also support the strengthening or design of a whole information system for a subject, which involves reports, indicators, databases, and data collection.
